The Strategic issues that
come out of the whole box that is the Input &
Analysis part of the process become the initiatives for
the next step in planning done by a larger and
comprehensive aggregation of the stakeholders in the
system. That group crafts the direction and some of
the inputs that will be absorbed by the individual units
as they conduct their own distinct and separate planning
activities. This assures both a step towards
coordinated activity but also the preservation of the
distinct character of the parts so that all might
adequately balance their historical legacies and their
needed and desired future missions
