You can see here, that CCVC Educational Master Plan becomes the input to all the functional plans of the CCVC.  Meanwhile, the Unit Operational Planning (such as for Divisions or smaller units within each and all the systems) will continue with their planning and implementation continuously as the larger CCVC planning model goes through its phases.  There is also built-in the acknowledged need to be flexible enough to respond quickly to changed situations, new opportunities, or to take some risks and innovate new programs.  Such ideas and plans can come from smaller and discrete units within any college or the system and get plugged into the CCVC planning process at various points but certainly as all the stakeholders are drawn together to develop the first leg of the CCVC comprehensive plan.
